Electricity
consumers (all of us) may be in for a jolt. Unless the state acts
now to improve transmission capacity in southwestern Connecticut,
come 2004, our costs may rise at double-digit rates.
Why! you say? According to CBIA, all of Connecticut may have
to pay for that higher cost unless the state acts quickly to alleviate
its root cause: inadequate transmission capacity in the southwestern
part of the state, which includes Milford.
How did we get this way? According to the CBIA, utility companies,
well aware of the problem, have been trying to get state approval
for needed power-line upgrades. But because of a state moratorium
on the construction of a new transmission infrastructure, the growing
electricity demands threaten to overload the areas transmission
system.
Until recently, the extra cost of providing power to congested areas
has been spread across the entire New England rate base. Rate payers
in low-cost areas have been subsidizing those in high-cost regions
like ours. Also, consumers have had price protection by the standard-offer
price that was adopted in 2000 as part of the states restructuring
of the electricity industry.
As of this writing, by revising the electric restructuring law with
SB733 there will be an increase for two years to the Standard Offer
to a maximum rate of 10%, but that is not finalized. It establishes
separate pricing rules for service to small, medium and large customers.
It requires utilities to procure power for small and medium sized
customers in a way that mitigates rapid changes in electricity prices.
It is hoped that this will create a more competitive atmosphere
encouraging additional energy suppliers.
According to UI spokesperson Myra Stanley, We realize the
restructuring bill is a work in progress, and we continue to work
with legislators in developing legislation that is fair to consumers,
businesses and electric companies.
With the approval of the new standard-offer price, congestion charges
and other cost increases could be added as surcharges to Connecticut
customers bills.
What can we, as an organization, do about this? According to our
Legislative Lobbyist Marshall Collins, We are paying the price
because of a transmission bottle neck in Connecticut. We must ask
the legislature to support upgrading the infrasturction to increase
electric supplies to Connecticut.
